RESEARCH IN THE MUNICIPALITIES OF TUTIN AND SJENICA

Sjenica
At the beginning of June, as part of the implementation of the project “Further Development of the
Civil Dialogue between Serbia and Kosovo”, a research was conducted regarding the socioeconomic
position of citizens in the municipality of Sjenica, with a special focus on young people under 30,
women and members of national minorities. Using official statistical data, the research team conducted
interviews with the representatives of the aforementioned focus group, which resulted in the
authenticity of official figures and an assessment of the real situation in the field. A special
contribution to the research process was made by representatives of the Office for Local Development
as well as the Office for Youth, and the Commission for Gender Equality.
The general conclusion is that things have been moving for the better in Sjenica lately. The
rejuvenated team of the local self-government is intensively working on new projects and new plans.
The aspiration is to solve the problems, which have not been solved, by opening a constructive
dialogue.


During the conversation in Sjenica, representatives of the Office for Youth pointed out numerous
problems of young people, starting from the lack of strategic documents to, in recent years, intensive
migration of young people, stating that the main reason is the lack of new jobs and an inadequate
education system. It was said that the female population has borne a significant burden of family and
work responsibilities in recent years due to intensive “male migration”. The trend of economic
emancipation of women has been noted, which is reflected in a slight increase in the number of
women in the category of small entrepreneurs who are mainly engaged in services.
According to the interlocutors, there are no inter-ethnic tensions in Sjenica.


Tutin
One of the poorest local communities in Serbia is Tutin. The residents of Tutin live on two “economic
tracks”. One belongs to the private sector, which generally invests most of the money earned abroad in
individual houses or commercial residential buildings, and less in production. The second economic
track consists of public revenues insufficient for common needs, which can be seen in the outdated
infrastructure that cannot be replaced by new one, while the local budget does not contain enough
money for its existing maintenance. The Office for Economic Local Development (KLER) annually
applies for several dozen projects where it receives special points as an underdeveloped-devastated
area. It implements 10 to 15 projects per year, but there is a lack of capital investments that require
much better infrastructure than the existing one.


Tutin is a municipality with the youngest population in Serbia. Unfortunately, the economic capacities
in this municipality do not offer enough new jobs so that the young people from Tutin can be
employed, therefore, in the migrations that have been going on for several years, they make up a high
percentage of people looking for work outside the borders of Serbia. The female population mainly
works in the public sector, private entrepreneurship and primary agricultural production.
In Tutin, according to the statements of the interlocutors, interethnic coexistence is harmonious and
without conflicts.
